Question: May Allāh extend you good, the questioner asks: “Can the student of knowledge who has not sought knowledge with the scholars, teach the laity (general people). Is there a principle regarding this and does this fall under 'putting one's self forward'?”

Answer: Yes, this falls under putting one's self forward and it is not befitting that the person, whom the scholars have not recognized as being able to teach the people, puts himself forward to teach them.
